ICB executive leadership team

Chief medical officer, Dr Neil O'Brien

In addition to his role as Executive Medical Director Dr O'Brien is a GP in County Durham where he has worked for over 20 years.  Prior to this role he was the Chief Clinical Officer for a number of Clinical Commissioning Groups across the North East. He is also the chair of the Urgent and Emergency Care Network and the Healthier and Fairer advisory group working to improve population health and reduce health inequalities.

Chief nurse, AHP & people officer, David Purdue

Before joining the Integrated Care Board, David was chief nurse and deputy chief executive at Doncaster and Bassetlaw Teaching Hospitals NHS Foundation Trust. David has a wealth of experience in both senior professional nursing leadership and operational roles – working both as chief nurse at the trust and as director of nursing leadership and quality for NHS England/Improvement for Yorkshire and the Humber.

Chief digital & infrastructure officer, Professor Graham Evans

Graham was the Chief Information and Technology Officer (CITO) for North Tees and Hartlepool NHS Foundation Trust and the Chief Digital Officer (CDO) for the North East and North Cumbria (NENC) Integrated Care System (ICS). Graham has also held a number of national and regional leadership roles in the NHS relating to health informatics.

Chief corporate services officer, Claire Riley

Before taking up her new role at the Integrated Care Board, Claire was the executive director of communications and corporate affairs at Northumbria Healthcare where she has led a multi award-winning team for 12 years. Prior to this she was director of communications for the North East Strategic Health Authority where she joined in 2007 with over 20 years private sector experience gained within the region. 

Chief procurement & contracting officer, Dave Gallagher

Dave Gallagher was the accountable officer for the Tees Valley Clinical Commissioning Group prior to joining the Integrated Care Board. He has extensive management experience across the NHS including in hospitals, at a strategic health authority and in commissioning, including 12 years in senior manager roles at South Tees Hospitals and as a director at Co Durham Primary Care Trust. Prior to joining Tees Valley Clinical Commissioning Group, he was the accountable officer at Sunderland Clinical Commissioning Group for seven years.

Chief delivery officer, Levi Buckley

Levi joined the NHS in 1998 as a management trainee working at Newcastle Hospitals Trust and Newcastle Primary Care Trust as a management trainee after working in social care. He has worked in health and care for over 25 years, and is dedicated to working in partnership to make a real difference staff and the communities.

Levi has worked for, and with, organisations across the north east in a variety of health and social care settings for 30 years. His NHS career has spanned acute and emergency hospital care, community health services, health promotion, community development, local authorities, commissioning, offender health, and mental health and learning disability services. Prior to joining the Integrated Care Board, Levi was Chief Operating Officer at North Tees and Hartlepool NHS Foundation Trust.

Chief strategy officer, Jacqueline Myers

Jacqueline has worked in the NHS since 1993, mainly in large hospital trusts in a range of operational and strategic roles, in London, Leeds and most recently as the Director of Strategy and Planning and executive lead for transformation in Hull University Teaching Hospitals NHS Trust.  Prior to joining the North East and North Cumbria Integrated Care Board this year, she set up a provider collaborative within NHS Humber and North Yorkshire ICB. 

Chief finance officer, David Chandler

David Chandler is executive director of finance for the Integrated Care Board. He has worked in the NHS at a senior level for more than 20 years and has extensive experience across the acute, community, mental health sector, as well as in commissioning. Before taking up this post he was interim executive director of finance for the Integrated Care Board and was the chief officer and chief finance officer for Sunderland Clinical Commissioning Group (CCG). David is also the chair of the Northern Branch of the Healthcare Financial Management Association (HFMA) and a non-executive director for a large multi-school academy.
